(S) Consolidation and Regrouping of NRU & SafeAsia Forces



(S) National Russian Union & SafeAsia Status of Forces Update

(U) With the decisive victory over major combat elements comprising the bulk of the Nationalist Russian Union (NRU) in central and western Finland over the last two months, the remaining hostile force has been geographically split, with a number of forces routed east towards Russia captured or engaged in limited skirmishes. Captured and surrendering NRU and SafeAsia (SA) combatants throughout Finland and western Russia have indicated fracturing morale and wavering commitment throughout the ranks in support of the NRU's principle goal of dividing Russia in order to enact government foreign and domestic policy changes.

(S)  The declining number of skirmishes and firefights between US-led forces and hostile forces in central Finland, while a marked increase in engagements along the western coast indicates a concentrated effort by remnant NRU leadership at rallying and regrouping as many remaining rapid maneuver combat-capable forces within central/western Finland, gathering on Oviaukko Island in the Sea of Bothnia, approximately 12 km west of the western Finnish coast, and approximately 90km from the town & area of Hellanmaa.

(S) Charlie Company, 1-506 Infantry Regiment (callsign CHAOS) continues to hold off against sporadic indirect fire and skirmishes with NRU motorized military vehicles, after fiercely engaged with NRU armor over the preceding week on the island during US attempts to eliminate or render inoperable NRU held surface to air (SAM) batteries and other air defense positions present on the island. C\1-506th has sustained increasing casualties that have hampered combat effectiveness in the most recent engagement with NRU & SA armored on the island. A\1-506th (HAVOC) has been tasked with reinforcing & spearheading counter-offensive efforts to drive the NRU and SA forces from the island permanently, in conjunction with multiple rotary wing elements from the D\5-101st Aviation Regiment, and fixed wing close air support (CAS) and intelligence, surveillance, and reconnaissance (ISR) support from the US Air Force's 74th Fighter Squadron.

(S) Resurgence of NRU and SA Forces On Oviaukko Island

(S) Latest drone imagery confirms an increased buildup of mostly wheeled military vehicles, troops, and equipment in the coastal port of Nexoe. Several tracked APCs (BMP-2s, possibly the Kilo model) and as many as two additional T-72 or T-80 series armored tanks may also have been offloaded, though the specific model could not be confirmed at this time, and it is suspected that both were deployed to the central part of the island to reinforce against the arrival of additional US forces.

(S) Targeted imagery and signals collection of coastal Finland by NATO assets has indicated that a small number of remaining NRU littoral logistics vessels- previously of the Russian Navy's Baltic Fleet, and civilian automobile ferries have been utilized by the NRU and SA forces to move vehicles, equipment, troops, and supplies to and from the island since the beginning of tension and subsequent hostilities in the region. Judging by the amount of equipment, timeframe monitored, and follow-on analysis, intelligence has concluded that the NRU and SA forces have significantly reinforced their combat posture on the island. However, analysis has still not been able to discern as to why these forces have not attempted to disengage and egress east across central Finland, towards northwestern Russia.

(S) The proximity of civilian vessels to supposed NRU-operated littoral logistics vessels has strictly limited NATO and US forces' ability to interdict this logistical corridor without proportionate risk of death or loss of property to non-combatants. It is yet to be determined if this is a mutual relationship between the NRU/SA and local civilians, or if civilians are being used deliberately as human shields to deter kinetic strikes against NRU/SA personnel and the continued logistical operations they are engaged in.

(U) Oviaukko Island is beginning to also see the return of a number of citizens and non-combatants to the island, posing an increased risk for collateral damage as ground combat intensifies- US and NATO forces conducting combat operations in the region are to act in compliance with all established standard operating procedures (SOPs), pre-planned responses (PPRs), and standing rules for the use of force & rules of engagement (SRUF & SROE).
