Consulate Attack, TURKU, Finland




Executive Summary

(C) Emergency services indicate that at least 8 people were killed in the attack. A subsequent bomb attack killed a further 15, including a high ranking Russian official, and left many others injured. Numerous individuals from the third floor of the building were treated at the scene for minor wounds caused by gunshots. Security officials and firemen said it was surprising no further serious injuries or deaths occurred.

(C) 10 hours after the attack, a man who was described as having an accent telephoned the Turku office of Agence France-Press and read a prepared statement claiming responsibility for the attack. The agency's bureau chief, Mr. Aarnee Davo, who took the call, said the man listed a series of grievances against the Russian Government including State Sponsored Environmental Terrorism. The unidentified man has warned the Russian Government that there will be further attacks.  The Turku Police deputy commissioner for operations, Mr. Kelva Glaresonn, and the Finnish Foreign Affairs Department said they had not heard of any such organization.

(C)Official statements from the Finnish and Russian governments indicate that the Finnish Government has increased security for Russian diplomats and their families after unattributed threats of a further violence. As of yet no group has claimed responsibility for the attack against the Russian Consulate in Turku, Finland. The armed men suspected of planning and conducting the attack, are yet to be officially identified. A single report has been made to a local news agency in Turku, claiming that a Finnish nationalist organization was responsible for the attack.


Intelligence Summary

(TS) Reporting indicates well trained gunmen stormed the Russian Consulate in Turku. Analysis of the Modus Operandi of the attackers indicates the attack was well planned and executed with the possible aim of sewing mistrust in Finnish and Russian Security contingencies.
 
(TS) Embassy liaison has reported the Russian Consul General was killed during a subsequent bombing as he was led away by his security detail. It is likely that terrorists intercepted the escaping diplomat and detonated what is suspected to be a VBIED. Further reporting from within Finland's Security and Emergency Service apparatus indicates the attackers anticipated the Russian Consul General's escape from the initial attack on the consulate and pre-planned the location and the magnitude of the VBIED in advance.

(TS)  SIGINT reporting and subsequent analysis has possibly identified an increase in “terrorist chatter” from within Finland. Several, yet to be identified, terrorist cells have been determined as planning further attacks. Further to this, analysis of specific targeted communications has potentially identified the repeated use of the term “uusi horisontti”. Open source translation of “uusi horisontti” suggests the term “a new horizon”.

(TS) Specific targeting of a number of known Ultranationalist groups has led to the identification of a Finnish terrorist network as most likely to have planned, financed and conducted the attack on the Russian Consulate as well as the subsequent bombing. Sensitive information received from other Scandinavian intelligence partners points directly to the identification of the terrorist cell that potentially conducted the attack on the Russian Consulate to be “New Horizon”.
