SUBJECT: (C) THE ISLAND NATION OF KAFISTROP


SITUATION: (C) UN AID IN KAFISTROP

ANALYST COMMENT: (C) Year: 1946

After being an occupied territory of Italy (By Britain) during World War 2 Kafistrop is granted independence. British military ports and airfields used to protect the Bad el-Mandeb Strait and prevent a blockade of the Red Sea by Japanese submarines. The nation is deemed not worth keeping by the British Empire, and is granted independence on February 1, 1946.

The small island nation is initially stable, but very poor due to a lack of a diverse economy and arid conditions. The nation remains this way until the 21st Century.

Year: 2011

The nation of Kafistrop (now lead by Prime Minister Faris Zawan) has a good connection to shipping routes around the Horn of Africa and has reasonable deep water harbors ideal for commercial and military vessels. The government reaches a deal with the PRC where they lease the port of Rondon to China for 2.61 Billion Dollars per year and provide it with security.

The local area around the port (Rondon) has had diminishing crop harvests in recent years due to the arid climate and shorter growing seasons. Following the China - Kafistrop trade deal, worth 80 Million dollars annually, was promised to the region to aid in development. ~75% of the civilians are unemployed and ~62% are considered malnourished according to recent UN and WTO Statistics. The civilians of Rondon where generally pleased with this development and only some minor peaceful protests occurred by local fishermen who were informed they could no longer use the port.

Within months of the trade deal been signed a high-ranking officer of the Kafistrop Air Force defected and released top-secret documents regarding the lease of the port to China, the expose included cabinet meetings held by PM Zawan and the Chinese Foreign Minister. The most significant detail was that ~80% of the promised money would be spent on modernizing the Kafistrop military in the ports region to maintain security for the Chinese port facilities against potential terrorist incursions from Yemen or Somalia.

Additional top-secret details were leaked including the huge effort to copy, manufacture, and deploy an SRBM (Short-Range Ballistic Missile) with Chinese assistance. This is worrying due to the critical shipping lanes running within range of such a weapons system. Any and all the additional revenue would be placed into coffers that may be spent at the discretion of the Kafistrop government. In total only 1% would be spent on developing civilian/economic projects in Rondon and other similar struggling regions in Kafistrop.

Following this armed protests began demanding justice in Rondon, the port was frequently attacked by the protesters. Protests were met with harsh military force, following the cash injection some of the highly trained units of the Kafistrop armed forces were split and a new branch of the military meant for internal security was deployed: the 'Elite Guard' Specialized task forces of the 'Elite Guard' were sent in by PM Zawan and his military advisors to stabilize the situation. Tear gas, live fire, and brutality were used to stop the protests, many civilians were injured and killed, this only encouraged more civilians to take up arms against the government. The government denies the use of lethal force occurred. The Elite Guard established a cordon around the Rondon port following pressure from China to ensure the port remains operational.

Year: 2019

In the following years, the protesters organized themselves and formed a militia to fight the military forces, the ongoing unrest had taken the nation and the anti-government movement picked up speed. The militia frequently fought with the Elite Guard and now spread themselves around Kafistrop. International news agencies had reported on the fighting and the situation within Kafistrop, PM Zawan often denied requests for interviews and kept himself hidden away behind his governing body.

Rondon and now other surrounding areas in Kafistrop were suffering greatly, it appeared the government had altogether given up on the civilians, with mass famines and starvation the U.N stepped in with PM Zawan' permission, the forces delivered humanitarian aid to the civilians caught in this civil war, however the now-developed militia took advantage and frequently attacked the humanitarian forces seizing any food and assets brought in and used them to enforce their power over regions.

The US began to spearhead the UN involvement which was also accompanied by UN peacekeeping forces, the forces were to provide security and insure UN missions continued, and aid reached the civilians. The Blue Helmets have now drawn the ire of the militias and are dangerously exposed to attacks when entering high risk areas. Now other NGO's offering aid to the region that are not affiliated with the UN are also at high risk of attacks and kidnappings.

Current Situation:

The US and UN Peacekeepers are providing humanitarian and security support to Kafistrop under the watchful eye of PM Zawan's government. Militia forces frequently harass humanitarian missions and NGO's and the Elite Guard are becoming more aggressive and conducting more show of force exercises around the UN Blue Helmets.
