RE: Violence breaks out in Malden


The following intelligence report is classified and should only be distributed to authorized personnel.


Situation

Multi-sourced intelligence confirms a dangerous increase in the level of hostilities across the Republic of Malden between Pro-Government and Anti-Government forces.  Pro-Government forces are rallying behind President Antonio Pérez while the Anti-Government forces are rallying behind General Nicolás Aguilar. 

Analysis indicates the main issue is a change from the previous government and its theocratic regime to the current atheistic government within the wide rift between two definitive cultures across the island.  The situation is further exacerbated by the increase in poverty of most of the island's residents after the collapse of the Venezuelan Bolivar - the primary currency circulated on the island due to the country's trade ties to Venezuela.

General Nicolás Aguilar is of Malbano decent and fervently hates President Antonio Pérez, a Nuevo.  General Aguilar strongly believes in his culture and religion and continues to rally portions of the Malden military and swathes of civilians to follow his ideology.  President Pérez has steadily lost the support of the Malden military after several failed attempts to remove General Aguilar and several of his key commanders from power while conduct public "smear" campaigns in the media.  General Aguilar reportedly has the backing of most of the Malbano population as they believe he represents them while all of the Nuevos continue to support President Pérez.

HUMINT reporting shows an alarming height of distrust and hostility on the island with reports from across Malden confirming citizens acting violently against one another where political, religious, and ideological differences are made known.  Thus far the violence has been limited; however, a definitive escalation continues while security forces do nothing to stop the violence or in many cases take sides and perpetuate a higher degree of violence.  The security forces taking sides is a considerable issue wherein they possess the weapons, ammunition, and training to conduct a variety of violent acts against their opponents.

SIGACTS (Significant Activity)

On 10-MAR-18, President Pérez was giving a speech in Le Port as protests by Malbanos raged across the city against the President and his government, while Nuevo counter protests surged in many areas. The first large outbreak of violence occurred when Malbano protesters broke through police lines and attacked the sports arena where the President was speaking.  The IC (Intel Community) is trying to confirm reports indicating most of the security forces did not try to stop the protesters assault on the arena that resulted in the President being hastily taken from the location. In the ensuing violence, seven Nuevo Pro-government supporters were killed and another twenty-two were hospitalized with varying degrees of injuries.
