The following intelligence report is classified and should only be distributed to authorised personnel.


Overview

U.S. and allied intelligence continue to track emerging armed groups across the Island of Napf whose allegiance is unclear. To date there have been 63 attacks of various scales across the country connected to at least eight previously unknown criminal groups whose tactics and motives are ruthless, direct, and uncompromising. The designated name given to these fighters by intelligence authorities is “Scavenger” groups, but known amongst the troops as “Scavs” or “Scavers”. Reports thus far suggest that these groups have developed from pre-war criminal syndicates, organisations and gangs who have expanded their capabilities to that of modern paramilitary guerrillas. Their intent may be to continue to use the ongoing conflict and lack of civil infrastructure and policing to gather supplies and weapons and expand their influence in their local, destabilized regions.

The ESLA HQ’s has reported two dozen attacks within its AOR since the initial fight for Napf began and their accounts detail militia or guerrilla type troops using a range of weaponry – mainly soviet era armaments mixed with weapons captured from PRNA, ESLA and MOSN forces. These reports indicate a trending increase in the capability and lethality of these groups ranging from simple small arms engagements to coordinated mortar and anti-tank supporting fires. These Scavenger groups have had significant success in obtaining weapons, ammo, food, medicine, and other supplies through coordinated ambush-style operations against convoys and depots belonging to all major factions. Terror tactics such as assassinations, car bombs, IED’s and sniper attacks have steadily increased across the region.

Intercepted MOSN and PRNA communications collaborate the information provided by the ESLA reports in addition to providing the scope of these groups area of operations. Up until this point, ESLA has been capable of dealing with these groups autonomously and keeping the peace in occupied territory - allowing ESAF to focus their fight on the front line. However, recent advances have left the ESLA forces spread thin, and have resulted in increased Scavenger activity in friendly-occupied territory.

Emergence

The most notable report of Scavenger activity was in relation to an attack against, and riot within, the Napf Penitentiary shortly after the PRNA launched a ballistic missile against Japan. Civil authorities were overwhelmed resulting in an unknown number of criminals escaping. The riot began with the Yakuza, also known as gukudo (“the ultimate path”), a transnational organized crime syndicate based out of Japan, attacked members of the Chil Sung Pa (North Korean) gang in a dispute. Shortly after, whilst prison authorities were dealing with the situation within the prison, two trucks carrying at least two dozen armed individuals approached the main gate and began engaging prison guards. The main entrance was breached, and a further three two Ural trucks approached and entered the prison, and left minutes later carrying prisoners. By the time PRNA troops moved in to secure the area, almost three-quarters of the inmates had escaped either in the Urals or on foot.

After the assault on Napf Penitentiary, an increase in criminal activity was witnessed, with at least five PRNA supply vehicles tasked with supporting troops in southern Napf were ambushed and resulted in the loss of various armaments, including 7.62mm and 12.5mm rounds, anti-tank weaponry, mortar weaponry, assault rifles, marksman rifles, pistols, grenades and tactical gear and equipment. Intercepted PRNA communications indicate that there have since been further attacks on government depots and caches containing soviet era weaponry and equipment, resulting in the loss of hundreds of weapons, thousands of rounds of ammunition, and an unknown number of vehicles.

SIGACTS (Significant Activity)

Since the start of Operation Crimson Moon, local news affiliates across the region continue reporting on the increasing number of attacks against the population with the following attacks credited to these various Scavenger groups:

- Roadside bomb killing 8x civilians and injured 25x civilians near Hasle (036098) targeting a funeral procession for a PRNA BDE Commander.

- The bodies of six policemen were found executed under the bridge crossing into Lenzburg two weeks before MOSN assaulted the city.

- The city of Bubendorf (040144) reported 21x people killed and nearly 50x wounded in a crossfire after two separate Scavenger groups opened fire on each other in the market district.

- 3x gunmen raided the mayor’s office in Muttenz, killing 12 people and severely injured a city inspection official. The mayor was taken hostage and ransom was demanded from the PRNA who refused to negotiate. The mayor’s body was found hanging from a crane in the port of Muttenz.

- Over 100 reports of people being kidnapped ranging from politicians, security forces, land owners, foreigners, and even children. The status of these reports are unknown at this time. Several factories, gas stations, government buildings, and private homes have been torched as well as many unidentified burnt bodies found at each location.

- Several mass graves and execution sites were found near Hofhorn (076117), Farnen (130069), Giswil (169051), and Munsingen (036079). Reports indicate severe mutilation, executions, and other horrific treatment of the bodies.

- Security forces, policemen, and body guards have been targeted by direct attacks, home invasion, and ambush style attacks. Reports from Seltisberg (057153) and Seewen (065166), controlled by MOSN forces, indicate ongoing fights with “unidentified” armed groups for control of MSR’s, fuel stations, and other locations/resources.


A police officer's home in Schangen was invaded at night by Scav gunmen. Witness reports and evidence indicate that he was made to watch as his wife and daughter were raped and murdered, before he was dragged out into the street to be executed.

ESAF Response

In response to the increased activity of Scavenger groups in ESLA occupied areas, the 506thIR has been tasked with assisting ESLA forces in combatting Scavenger groups by way of a series of Auxiliary Operations.

ANALYST COMMENT: Care is to be taken with all forensic activities to ensure all possible evidence is preserved. It is imperative that all prisoners or detainees who cannot identify allegiance to MOSN, PRNA, or ESLA are immediately secured for extraction to the US Carrier Strike Group 5 for processing and interrogation. All elements must ensure that civilian safety is held as the highest priority.

Okay so my mental note for P.I.D. is that even tho they wear green camo (like ESLA) their faces are always covered. 

So: Wearing green camo but can see their faces = Don't Shoot.  Wearing green camo but cannot see their faces = Shoot Them.
