laptop keyboard keys

MacDonald:
This has only just started happening to my laptop.

whenever I boot up and start arma 3 my menu keeps popping up and my shift and ctrl keys seem to only toggle on and off their functions.
(as in if i want raise my helicopter collective it toggles raise collective until i tap it again, or the ctrl key only allowing me to spin rather then lean left or right.)

i have checked the games key bindings and they are set to normal parameters.

also i have cleaned the keys thoroughly thinking this will solve the problem.

i desperately need help please it is ruining my chances of playing arma 3.
