(U) Enemy forces operating in the Al Anbar AO have demonstrably shifted their engagement posture. Over the past 10 days, multiple insurgent factions—chiefly those associated with the Swords of Tarhid and remaining SoAK elements—have begun **deliberately targeting civilian populations and infrastructure**. This represents a significant and immediate departure from previously observed behavior, where maintaining local support or plausible deniability was prioritized.

- 09JUN25 // Fallujah District: A coordinated mortar and small arms assault was launched against a power substation supplying the Al-Karmah corridor. Casualties included eight civilians, all non-combatants, with no evident military presence nearby.
- 11JUN25 // Eastern Habbaniyah: Insurgents conducted a complex ambush on a humanitarian aid convoy, resulting in destruction of food supplies and the execution of two local drivers. No demands or propaganda claims were issued afterward.
- 12JUN25 // Anizay District: Insurgent-Civilian cooperation and coordination to conduct sniper attacks on BLUFOR Combat Outpost.
