(U) 1. SUMMARY:

(U) Enemy forces operating in the Al Anbar AO have demonstrably shifted their engagement posture. Over the past 10 days, multiple insurgent factions—chiefly those associated with the Swords of Tarhid and remaining SoAK elements—have begun **deliberately targeting civilian populations and infrastructure**. This represents a significant and immediate departure from previously observed behavior, where maintaining local support or plausible deniability was prioritized.

(U) 2. DETAILS:

• 09JUN25 // Fallujah District: A coordinated mortar and small arms assault was launched against a power substation supplying the Al-Karmah corridor. Casualties included eight civilians, all non-combatants, with no evident military presence nearby. 
• 11JUN25 // Eastern Habbaniyah: Insurgents conducted a complex ambush on a humanitarian aid convoy, resulting in destruction of food supplies and the execution of two local drivers. No demands or propaganda claims were issued afterward. 
• 12JUN25 // Anizay District: Insurgent-Civilian cooperation and coordination to conduct sniper attacks on BLUFOR Combat Outpost.
• 13JUN25 // Anizay District: BLUFOR Task Force ambushed at  civilian fuel depot resulting in destruction of local fuel supplies and civilian casualties.
• Pattern Analysis:
• Civilians have been intentionally herded into buildings rigged with explosives, suggesting the use of human bait to lure BLUFOR into close-quarters death traps. 
• Structures previously assessed as safe—clinics, mosques, irrigation outposts, and fuel depots—have been exploited to stage attacks. 
• Increased presence of spotters embedded within civilian clusters, using handhelds or relayed comms to cue indirect fires or initiate ambushes. 
• No post-attack justification or information campaigns—suggests that civilian sentiment is no longer considered a critical terrain by the enemy.

(U) 3. ASSESSMENT:

(U) This strategic shift reflects either: 

• An ideological pivot, possibly driven by the Swords of Tarhid, prioritizing disruption and shock over local legitimacy. 
• A growing confidence in infiltration and control over the civilian populace, allowing insurgents to weaponize human terrain without fear of backlash. 
• Most likely, both factors are in play. The timeline correlates with recent suspected cross-border movements of foreign fighters and materiel into Western Al Anbar, indicating greater influence from entities (government or otherwise) within Duresh.

The deliberate erosion of Red Lines surrounding civilian harm is designed to provoke BLUFOR into reactive operations within compromised or pre-rigged battlespaces, degrading tactical initiative and legitimacy.[/size]

(U) 4. RECOMMENDED ACTIONS:

• Immediate revision of Civilian Presence ROE guidance and awareness protocols for all maneuver elements. 
• Increase HUMINT and ISR taskings to detect early signs of compromised safe zones or repurposed infrastructure. 
• Implement counter-ambush drills focused on “baited” structures and false safe havens. 
• Revalidate previously cleared buildings and high-traffic locations with updated threat matrices. 
• Escalate messaging and PSYOP in local communities to encourage tip-offs and discourage support to proxy forces. 
• Commanders must emphasize restraint under fire to avoid being maneuvered into narrative traps while still preserving unit survivability.
