SUBJECT: (S) SKOZISTAN

SITUATION: (S) OVERVIEW AND CURRENT STATE OF THE COUNTRY

ANALYST COMMENT: (S) OPERATION LIONHEART has been deemed a tactical, operational, and strategic success. Terrorist elements including the Taliban and Al Qaeda had been operating with impunity in Skozistan with the unofficial blessing of the Skozistani government. Also in the small nation were rising ISIS forces that were starting to assert influence and control over the country, battling with the local government and the local terrorist cells already established in the area. NATO forces were in the north of the country operating in a small local security capacity. Things began taking a turn for the worst when ISIS fighters suddenly spiked in numbers as numerous fighters along with combat equipment and combat vehicles arrived from Syria, desserting from the ranks of the Turkish-Backed Free Syrian Army. Turkey continues to refuse to acknowledge the existence of these high-ISIS density FSA units despite evidence to the contrary.

Al Qaeda elements executed a suicide vehicle attack upon Washington Airbase, killing several French NATO peacekeepers. After an emergency meeting in Brussels NATO decided to act more aggressively to root out terror cells in the surrounding area to safeguard civilian and NATO military personnel. OPERATION LIONHEART began with COIN operations beginning in KalaeNoowi and the surrounding countryside. A local AQS leader was captured and transfered to Guantanamo Bay. Intelligence was later gleaned from him and civilians in the city that Al Qaeda and Taliban forces were in de facto control of the surrounding western countryside. Three platoons of the 506th IR along with supporting rotary and USAF elements were sent into the area. Heavy casualties were inflicted upon both Al Qaeda and Taliban forces and after initial setbacks the 506th troops were able to beat the terrorist presence into submission. Numerous casualties were inflicted upon the US task forces as well as the losses of several aircraft.

At this point the Federal Skozistani Army commenced offensive operations against NATO forces. Under-equipped, under-manned, and poorly supplied the FSKA was swept aside with little noted difficulty. FSKA armored and infantry formations were driven from former NATO FOB's and COP's left behind in the early 2000's and NATO forces inflicted severe casualties. This pressure drove the government in Kinduf to flee as ISIS forces went on a conventional offensive, closing on the capital and drawing away what few forces the FSKA had left. The 506th IR took point in the anti-ISIS operations and drove them into complete retreat and withdrawal, eliminating the core of these terrorist forces in the final stage of OPERATION LIONHEART. At the same time the FSKA had ceased to exist, only a shadow of their forces held the city of Kinduf and the Kinduf Airport. The capital and airfield along with the FSKA brass was captured intact.

In the aftermath of the 506th IR leaving the country the ruling parties began the process of drafting a new constitution and an interim parliament has taken over the role of government of the small nation. A company-sized force of former FSKA soldiers and a handful of tribal militias have declared themselves the nation's new Army. The FSKA's air wing never truly existed, and so far only a single Mi-8 Hip Helicopter is in flying condition. Power struggles plague the interim government and there is no current leader in what is being called the Tribal Republic of Skozistan and the Skozistani Republican Army. There is not even an agreed-upon national flag. The two countries of Afghanistan and Tajikistan are currently in the process of approaching the interim government, offering to absorb Skozistan as a province. It is early, but so far there is no telling if Skozistan will maintain independence or if it could become a province of one or perhaps two countries.

Skozistan’s interim government is also being approached by Chinese mining and oil conglomerates seeking easy access to the small nation’s mineral resources. So far no public announcement has been made, but Chinese-sourced UN peacekeepers have arrived in Skozistan and set up their primary base at Kinduf Airfield. Iranian foreign ministry officials have also been in talks with Skozistan’s government to secure previously-held Iran economic assets and secure the return of Iranian nationals whose business was in Skozistan. Again, there has been no public announcement of the progress of these negotiations.
