In order to keep at least a breath of life in the Sergeant Major's Soul, I have this response to the first question.

The regulation does prohibit you from sticking your hands in your pockets.  The regulation does however prohibit you from having anything sticking out of your pockets.  Therefore, you can stick your hands in your pockets providing you cut them off at the wrist.
