For the past week I have been having a terrible time trying to connect to the servers. I can connect when there isn't anyone else in them, but when their are others I lose connection with a (no message for "X" seconds) or can't connect at all. Please offer your opinion on this. I have 60 Mb down 15 Mb up connection.

Are these any servers in general, or a specific one or two?
When you're joining, are you doing so when all others are? Example: Joining a Task Force server when everyone else is joining? I believe this has been an issue in the past, where when too many join at once, it kicks some people from that queue.

All 506th servers do this, and on last night's op I missed like 30 minutes of the beginning because I couldn't connect, so everyone had already connected.

You said you've had this problem for the past week. Has this issue been going on longer than that, or has it only started within this time frame? If it's only just started a week ago, have you made any known changes regarding your computer, router, or networking (equipment or service provider)?
Have you also checked your router/modem for any RPT files, or to see if it's been encountering any technical troubles?

it just randomly started happening, i never had this bad of a issue with trying to connect to the servers

also no changes to pc and i have no idea how to check my router settings

It really sounds like a router issue to me. Firewall or something blocking connections once other people join the server.

I believe last night you kept getting the "Steam Ticket check failed".

im using Norton Internet Security, i tried completely turning off my fire wall and it didnt seem to help all that much. I also have Microsoft Security essentials

Was the Norton install new (within this week-ish of trouble), or have you always had it? Have you installed any software around the period that you've been having trouble? Norton is notorious for being rather overbearing and likes to micromanage, even when you tell it not to. It's well been the bane of many computers, and has been known for more than it's fair share of networking woes.
In addition, have you tried to disable Norton (not that it will let you) and connecting to said servers?

i used to have AVG and it ran out this month and Norton was my replacement that might be it...

Yes....thats the problem. Go back to AVG free, and you will stop getting those problems. Norton is just eating your pc alive, so stop using that.

it seems to have helped a little bit still losing connection and having trouble downloading mission files, but lately I've also been crashing and having issues with BattleEye, I've done you're Steam ticket fail solutions and it doesn't seem to fix the problem.

If I've read correctly, you uninstalled Norton from your computer. If that's the case, did you use Norton's own uninstaller program (Norton is so ingrained into your computer that they have to make a tool just to uninstall it properly)? If you didn't download and run the tool, you'll want to do so, as simply uninstalling Norton doesn't revert any changes or permissions it's made. You may also need to dig around and ensure that your network settings (in the computer) are reverted to their default setting. Norton is a jerk.
Regarding the Battleye troubles, my understanding is that it's not even used in Arma 3, and seems to be some lingering code. A quick Google search came up with these same solutions to Battleye issues with Arma 3.

If these potential solutions don't resolve your issue, then we'll need to know a couple things to try and help you further. What OS are you running? Knowing your OS can help us fine tune troubleshooting. It was brought up before, but some of your troubles may be router related. Are you connected to the router with an ethernet cable? Are you connected wireless? What brand of router (or if it's a direct connection to the modem, what brand of modem) is being used? As with the OS, some models of router/modem have well known issues or workarounds, and can help fine tune troubleshooting.
