Could you clarify that I am unable to transfer until 30 days of reserve service?
If this is the case, will my transfer be evaluated based on reserve service record?

All returning members are required to remain in reserves for 30 days when re-joining the unit. There are no exceptions to this policy. This does not prohibit you from attending operations as a fill-in nor attending any classes other training in the unit.
The policy I am referencing can be found in the 506th General Policy Manual in Section 1-6a - Rejoin Penalties (https://docs.google.com/document/d/1xRkSB58pMiGq79rpcRVMaBuuaTMb0OY8pIht7b-ZJ0Q/edit?usp=sharing) in the second bullet point of that section.
I am not sure when you ask, "will my transfer be evaluated based on reserve service record?"
After 30 days, you are able to transfer to any open billet in the unit that you are qualified to fill.
