My mystery finally has been solved. Apparently, I was supposed to put the userconfig file inside the Program File (x86)\Steam\Steamapps\common\Arma 3 in harddrive, not inside the document. I thought userconfig file would work since other mods worked without a problem inside the document folder. Well, it's the solution if anyone is having a same problem as I'm. Thank you.
