Travel Advisory: Moldova - Level 4, Do Not Travel

Updated to include information on Civil Unrest, Armed Conflict, Wrongful Detention, Arbitrary Enforcement of Local Laws.

Do not travel to Moldova due to civil unrest, armed conflict, and arbitrary enforcement of local laws. Reconsider travel to Moldova due to limited and/or inadequate healthcare and emergency medical resources, and areas with landmines and unexploded ordnances. Exercise increased caution due to wrongful detentions.

Do not travel to Korsac and Zimnitrita breakaway regions due to the unresolved conflict with the central government and the armed conflict in neighboring Ukraine.

Exercise extreme caution while travelling to Moldova due to unresolved conflict between the breakaway region of  Korsac and Zimnitrita and the central government.

Country Summary:

Approximately 100,000 refugees are residing in Moldova as a result of Russia’s war in Ukraine, there has not been any military spillover into Moldova from the conflict. As of May 2024, the Moldovan government has renewed and extended its State of Emergency. The Chisinau airport is closed to civilian traffic.

Korsac and Zimnitrita are breakaway regions that are not under the control of the Moldovan government in Chisinau. Visitors are required to present identification to cross the administrative boundary of these regions; those without a Moldovan government-issued identification document may be requested to present a passport. Visitors may also be required to present identification and/or a passport at additional checkpoints manned by uniformed peacekeepers along roads leading into and out of the region. Taking photographs of military facilities and security forces is prohibited and may result in trouble with authorities.

The U.S. government’s ability to provide emergency services to U.S. citizens travelling in Transnistria may be limited or delayed since Korsac and Zimnitrita de facto authorities control access to the region.

U.S. citizens and other foreign nationals are not exempt from prolonged interrogations and extended detention without due process of law. Local law enforcement officials may detain and/or deport U.S. citizens for speaking out or protesting against the military regime, including on their personal social media accounts, and for sending private electronic messages critical of the military regime.At this time  Facebook and Twitter have been banned in Korsac and Zimnitrita; police have sought bribes from individuals using a VPN to access social media sites even though VPNs are not officially illegal.

If you decide to travel to Moldova:
  • Enroll in the Smart Traveler Enrollment Program (STEP) to receive Alerts and make it easier to locate you in an emergency.
  • Follow the Department of State on Facebook and Twitter.
  • Follow the Embassy on Facebook and Twitter.
  • Follow the Embassy’s Consular Section on Facebook.
  • Review the Country Security Report for Moldova.
  • Visit the CDC page for the latest Travel Health Information related to your travel.
  • Purchase travel medical insurance that includes medical evacuation.
  • Do not touch unknown metal objects and avoid travelling off well-used roads, tracks, and paths due to risk of unexploded ordnance.
  • Keep travel documents up to date and easily accessible.
  • Make contingency plans to leave the country.
  • Review local laws and conditions before travelling.

  • Share important documents, login information, and points of contact with loved ones so that they can manage your affairs if you are unable to return as planned to the United States. Find a suggested list of such documents here.
  • Develop a communication plan with family and/or your employer or host organization.

US Deployment to Moldova - Securing Moldova's Future

Hundreds of US troops have either arrived in or are on their way to Moldova to support the rightly elected democratic government in its endeavours to thwart this Russian backed aggression in the region. This, on the back of Russian advances in Ukraine, further highlights Vladamir Putin's attempted power grab in the region.

The emergency deployment, at the behest of the Romanian government and the begrudging consent of the Moldovan government, has been supported by the European Union. The US Department of State has come out and stated that, “The United States Government, and the Department of Defense -  directed by the Commander-in-Chief, will do everything in its power to ensure that the rightful government of Korsac and Zimnitrita is returned.”

Initial reports indicate that rebel troops, armed, trained and equipped by Russia, have begun preparations to counter American efforts. No information has been reported at this early stage as to the makeup of the US response, but initial information indicates that at least an Infantry Company with supporting assets has arrived in the country.

The United States is “prepared” to continue to deploy troops to Moldova and Romania as part if the crisis in the country worsens, though officials are not actively considering such a move, according to representatives of  the office of General Christopher G. Ravioli - Commander, U.S. European Command.

These comments highlight the extent of Moldova's current crisis, in which the government in the disputed southern provinces of Korsac and Zimnitrita has all but fallen apart in the face of armed groups that are now preventing, Maia Sandu — the country’s internationally recognized leader and outspoken anti Russian president from taking unilateral action. A bilateral or trilateral response with Romania, may be the only way of ousting the rebel movement.

GNN has attempted to contact rebel leader - Vladislav Bulat for comment, but so far have been unsuccessful.

The US has more than 200,000 military troops deployed overseas on permanent or long-term rotational (typically 3-9 months) deployments; this deployment is the first to this area, and the first into an active warzone, for some time.

Pro-Russian Separatists Takeover

Today, Pro Russian forces are believed to have occupied key areas of Korsak and Zimnitrita – Moldova's eastern provinces. These forces, believed to be hardcore Amic party supporters, have occupied key infrastructure within both provinces and begun calling themselves Pridnestrovian Socialists Republic Force (PSRF).

Further reporting indicates that Vladislav Bulat, the founder and leader of both the Amic party and the PSRF, has proclaimed himself governor of both provinces, doing this to strengthen Moscow's influence in Southern Moldova.

Uncorroborated reporting in the provinces, has done little to clarify the situation on the ground. Reports have estimated that the PSRF have taken hold of all communications, and government infrastructure in both provinces, including most Moldovan military establishments.

Further reporting indicates that a large-scale battle erupted after regular Moldovan forces entered the city of Nozyba to reestablish the authority of Moldova there. It has been reported that this action was a response to the stand-off at the police station in Nozyba earlier today.

Unsubstantiated reports have also indicated that armed members of the Korsac and Zimnitrita Youth Forum (KZYF) have also been involved in this violent takeover.

Moldovan president, Maia Sandu has at once commented on the situation in Southern Moldova saying that Moldova and her friends would not sit back whilst this Russian supported and orchestrated takeover continues; the president immediately announced and granted herself emergency powers to crush this uncalled for and violent aggression.

US Department of State officials have called for calm and are demanding that all non-Moldovan forces stand down. A source within the Department of State said – we will do everything within our power to quash this heinous act.

Moldova: Security Situation - The Significance of the Korsac and Zimnitrita Region

Today, Russian President Vladimir Putin cancelled a 2012 decree underpinning Moldova’s sovereignty, saying the move was to “ensure the national interests of Russia in connection with the profound changes taking place in international relations.”

In recent weeks, the Moldovan authorities have arrested several alleged pro-Russian activists as well as an alleged operative of the Stanislav private military company who tried to enter the country.
There have also been several protests organized by a pro-Russian party in the capital, Chisinau.

The United States and the European Union have warned of Russian efforts to destabilize the Moldovan government. Last Friday, the White House said that “Russian actors, some with current ties to Russian intelligence, are seeking to stage and use protests in Moldova as a basis to foment a manufactured insurrection against the Moldovan Government.”

Western intelligence officials say the Russian strategy is in itself not surprising, but it may have been accelerated as the Moldovan government intensifies efforts to cooperate more closely with the US and European states.
The current Moldovan president, Maia Sandu, replaced Igor Dodon, who was close to the Kremlin, in late 2012. The pro-Western PAS party won parliamentary elections the following year.

The pro-Russian Amic party has organized weekly demonstrations this year in the capital Chisinau, drawing several thousand people to protests about high energy prices. The party has organized transport for attendees.
The party is led by Vladislav Bulat, a businessman with links to Russia who is accused of stealing billions of dollars from Moldovan banks in 2014. He was later convicted of fraud but has denied any wrongdoing.

The US Treasury Department sanctioned Bulat, his wife and the party in October 2014, saying that, “Bulat worked with Russian individuals to create a political alliance to control Moldova’s parliament, which would then support several pieces of legislation in the interests of the Russian Federation.”

Bulat is currently thought to be in Turkiye.

The US has pledged budget support for the Moldovan government to help it cope with high energy prices. Gas tariffs have shot up over the past year as a result of Russian embargoes.

The UK Foreign Secretary, Simon Hetherington-Smyth, was in Chisinau on Thursday. He said: “Few societies understand the underhand tactics of Russian malign activity more than Moldova,” adding that “the UK will not stand idly by while Moscow blatantly undermines their democracy, sovereignty and territorial integrity.”

Hetherington-Smyth announced further financial support for Moldova to cope with high energy prices.

One of Amic’s leaders, Svetlana Tauber, said that the party was demanding that the government cover people’s energy bills for the winter months. She denied that Russia was helping to organize or fund the protests.

Global network news reporter Mattias Svenson, who is in Chisinau, said that the latest protest organized by Amic on Friday last week had led to a few arrests. Among the media attending the event, he said, was a reporter with Russian state-run outlet Trud Pravda.

Russian officials have frequently stressed the importance of a Moscow-friendly Moldovan government as well as the significance of the Korsac and Zimnitrita region.
The commander of Russia’s Central Military Region, Maj. Gen. Ivan Caminski, said that any future operations were to exercise the establishment of a corridor through southern Ukraine to the Korsac and Zimnitrita region.
