70C is nothing to worry about. if its starting to hit 80C or higher and staying there, its time to check if your fans are clogged.

I am getting a warning when mine hits 65, it's been shutting itself down after 3 hours of being on

I have the 280x through XFX and it has a constant idle temp of 105-115 degrees Fahrenheit 40-45 Celsius. Under load it can get up to  115-145 Fahrenheit 45-65 Celsius.

I would say it is ok at 70 but I would give it a good cleaning and make sure your getting optimal airflow in your case.

Use a program like MSI afterburner to set a fan profile so that it changes speeds as the temps go up so they stay at a constant 60c or what have you.

I'm not too sure about the 280 series, but I know that the 290 series is made to go up to 95c with the stock cooler, and AMD has declared this temperature "safe" for these cards.
